What is a video request?
After joining Neighbors, public safety agencies may submit a video request through Neighbors asking their community to assist an investigation by voluntarily sharing videos. Users can ignore the request and also change their privacy settings to avoid receiving future requests. Public safety cannot see which users, if any, receive a request unless the user chooses to share video in response.
The video request feature was designed to protect your privacy, and that includes ensuring that your decision not to share videos or to opt-out of receiving future requests stays private.
Sharing your video recordings in response to a video request is completely voluntary, and you can select which videos you want to share, if any. Upon receiving a video request, you’ll have three options:
- Review and share: You may choose to share some or all of the recordings that fall within the timeframe specified in the request. If you choose to share your video recordings, the requesting public safety user will receive only the videos you have selected, along with the address associated with your Ring device and the email address associated with your Ring account.
- Take no action: If you do not wish to share your videos, no action is necessary and no information is shared with public safety agencies, including whether you received the request.
- Opt-out of future video request notifications: If you do not wish to receive video requests in the future, you can change your privacy settings here, in the Control Center in the Ring App, or from the video request email itself.
The video request feature was designed to ensure that local public safety agencies do not have access to your personal information, unless you choose to share it. Specifically, local public safety agencies cannot:
- Access your Ring device in any way.
- View any of your video recordings unless you choose to share them.
- See your name, contact information, location or whether you received a video request notification, unless you choose to share your video recordings.
Submitting a video request
- Incident Details: To submit a video request, public safety agencies must include the case number of the incident they are investigating, and the date and time for which they are requesting video recordings.
- Limited Time Range: Requests are limited to a timeframe of up to 12 hours. For example, if public safety agencies request video recordings between 8am and 8pm on a particular day, Ring users have the option to share some or all of their video recordings that were recorded within that timeframe.
- Limited Area: Public safety agencies can request video recordings only from an area between 0.025 and 0.5 square miles (0.5 square miles is approximately 10 city blocks).
- 30 Day Expiration: If you decide to share videos with public safety agencies, the requesting public safety user may view or download those videos in Neighbors for a period of 30 days. If the user downloads the video, retention and use of the video is subject to public safety procedures and applicable law. If you have questions or concerns about how the requesting user will use any video you might share, you should contact the user, and reference the case number.
Public safety users must also agree to the following Video Request Guidelines before sending a request:
Video Request is a tool for public agency personnel to ask Ring to request video footage from Ring device owners who are in the area of an active investigation. This tool can only be used to request videos for an active investigation with a valid case/incident number. You may not use this tool to intentionally collect videos of lawful activities (such as protesting). Please review the guidelines before proceeding:
- You will not be able to see, and you may not request to see, who received a Video Request unless they choose to share videos with you.
- It is the Ring device owner’s choice to share videos. Pressuring Ring device owners to share videos is strictly prohibited.
- This tool is not intended for public announcements related to community events, PSAs, and general requests for information.
By proceeding, you agree and understand that:
- All of the information entered (including case or incident number) is valid and connected to an active investigation.
- A notification will be sent to Ring device owners in the defined area that you are requesting video recordings from. (If you want to make a public post instead, please follow these instructions.)
- You will secure, use, retain and delete videos shared by users in response to a video request in accordance with applicable law and department policy and procedures.
- Once you accept and send the request, you cannot cancel it.
Video Request Activity:
We recently updated our Active Agency Map to include even more information about how local public safety agencies use the Neighbors App to safeguard their communities. In addition to seeing whether your local public safety agency is on Neighbors, you can view the number of video requests the agency has sent during the last calendar quarter.
Video requests are just one of the many tools local public safety agencies use to ask for voluntary community assistance in making neighborhoods safer. However, it’s important to note that video request numbers will vary by agency and do not reflect community safety or the level of engagement of your local public safety agency.
Why did I receive a video request?
When making a video request, local public safety agencies must define a specific area that might be relevant to an investigation. You might receive a video request if your Ring device is in that area and might have captured useful information. Responding to a video request is entirely voluntary, and you are free to select some or all of the video recordings captured during the request timeframe. The video request feature was designed to ensure that local public safety agencies cannot see your name, contact information, location, video recordings, or whether you received a video request unless you share that information or video recording in response to a video request.
If I share a video with a local public safety agency in response to a video request, what will they do with it?
If you decide to share videos with public safety agencies, the requesting public safety user may view or download those videos in Neighbors for a period of 30 days. If the user downloads the video, retention and use of the video is subject to public safety procedures and applicable law. If you have questions or concerns about how the requesting user will use any video you might share, you should contact the user, and reference the case number.
If I share my video recordings, what information will public safety agencies receive?
The video request feature was designed to ensure that local public safety agencies cannot see your name, contact information, location, video recordings, or whether you received a video request unless you share that information or video recording in response to a video request. Should you choose to share your recordings, the recordings you chose to share, your street address (the address associated with your Ring device), and the email address associated with your account will be shared with the local public safety user who requested the recordings. Your local public safety agency might use the provided personal information to reach out to you about a case.
How can I opt-out of receiving video requests?
You can easily opt out of receiving future video request notifications by updating your settings here or in Control Center in the Ring App. You can also opt out of receiving future video requests by clicking the “unsubscribe” link in the video request email should you receive one.
